This State of the Order Address is designed to be 1) a
report of sorts, and 2) of more importance, to be
a
discussion stimulator. It is divided into three parts.
Part One is entitled "Observations"; part two "Reflections";
and part three "Conclusions". Each section has its own
purpose and motive. It is my hope that at a later date
you will find the purpose and motive, and then deal with it in
a light of thought and understanding.
