I have not forgotten my promise to write you on the status of our District.
In the fifteen months that have been associated with the District, have
watched it grow by leaps and bounds. You are aware of course, of the fact that
when the +outh Commission was created last November, it meant explaining the
new organization, setting it up and combatting many of the antagonisms that
developed among the Women and the Girls. I think we can say that without out-
side help, and through trial and error, we have come a long ways towards im-
plementing the new organization in our District.

In the past fifteen months, we have about doubled the total number of members
and total number of chapters in our "istrict.
Many groups write us asking us to accept their membership in BBYO. Communities
where there are no B'nai B'rith Kodges have written us asking us to accept their
youth groups. I am firmly convinced that the reason for our success has been
the fact that young people want the kind of a program that we have had to of-
fer.
I have seen innumerable instances where groups have started off with an interest
in A.L.A. because of basketball or conventions or some of the more glamorous
aspects of our approach. I have seen from these groups develop outstanding
speakers, exceptionally fine cultural programs and youth leaders of whom we can
be justifiably proud. We have been doing an outstanding job in this respect.
I have found, in the last few months, a great deal of confusion because of re-
cent changes in personnel and policy. We haven't been able to supply our chap-
ters with material or information. The only concrete change that we have had
has been in relation to the Program Guide and have had innumerable negative
comments on the change. There have, of course, been the usual rumors among our
young people and as well as among the professional staff throughout the country
and while rumors can not be depended upon surely there must be some basis for
so much apprehension.
I fear that any departure from the kind of policy and organization we have sus
tained would be to the serious disadvantage of our youth and would soon result
in a dwindling membership.
As hairman and "outh Commissioner of District #3U feel that you should be
aware of these trends as have observed them in correspondence and in the field
and that any action that you can take to maintain a program that wull continue
to appeal and serve all Jewish "outh would be in the best interesrs and service of
the B'nai Drith.
